How to Get Residency — A Practical Guide for a US Passport

Five questions that eliminate eighty percent of the options, then the country-by-country paperwork for what's left.

Start here: five questions that pick your country

Before any country comparison, answer these. They eliminate 80% of the options.

1. Do you want to stay, or do you want to live somewhere for a while? This is the single most important fork. Roughly half the popular programs — every digital nomad visa except a handful — are dead ends. They give you legal time, not legal standing. Time spent on them does not accrue toward permanent residency or citizenship. If your goal is a second passport or an unrevocable right to remain, most of the famous visas are the wrong instrument.

2. What kind of money do you have? Programs sort into four buckets that don't substitute for each other:

3. Can you file from where you are? The window for "fly in as a tourist, apply from inside" has been closing fast. Greece abolished in-country switching in February 2026. Turkey's tourist-to-ikamet route now runs a ~90% rejection rate. Almost everything else in Europe requires a consulate appointment in the US before you fly. The survivors — Germany's Freiberufler, Spain's UGE route, Hungary, Albania, Georgia, Croatia — are genuinely valuable for that reason alone.

4. How many days will you actually be there? 183 days is the line in most of the world. Cross it and you are a tax resident, usually on worldwide income. Several countries are worse than 183 days — see the tax section.

5. Do you need to keep your Schengen clock clean? Since 10 April 2026 the EU's Entry/Exit System is fully live. Biometric, automatic, accurate. The 90/180 rule is now enforced by database rather than by a border guard's mood. The corollary: holding a national long-stay permit in one Schengen country exempts you from the clock there, and non-Schengen bases (Albania, Georgia, Turkey, Serbia, the UK) become structurally more valuable as places to sit out your 90 days.

Panama's Pensionado is still the best single deal in the hemisphere: a thousand dollars a month of Social Security buys permanent residency with no renewals, ever, plus legislated discounts on medical care, flights and utilities.

Guatemala is the sleeper — $1,250/month goes straight to permanence for a $425 total government fee, no guarantor, in about two months.

DAFT is the highest-leverage single move in this entire guide. €4,500 of capital — not income, not a fee, money that remains yours — buys a two-year permit renewable for five, with a real path to permanent residence, in the EU. Nothing else has that ratio. The catch is Amsterdam's cost of living and a 2026 crackdown on schijnzelfstandigheid (false self-employment): line up two or three genuine clients before you file, because single-client arrangements are now the top rejection cause.

⚠️ US self-employment tax (15.3%) survives all of these unless a totalization agreement applies. The US has agreements with Portugal, Spain, Greece, Italy, the Netherlands, Germany, Czechia, Hungary, Croatia and Poland. It does not have them with Georgia, Albania, Serbia, Romania, Bulgaria, Malta or Turkey — so the headline 1% in Tbilisi still leaves you paying US SE tax on top.

⚠️ Portugal is no longer on this list. Lei Orgânica 1/2026 raised non-EU naturalization from 5 years to 10, with no grandfathering, and restarted the clock from AIMA permit issuance rather than application date. If a Portuguese passport was the plan, the plan changed. Germany (5 years, dual allowed), Greece (7) and Uruguay now dominate.

What changed, and it matters. Mexico is now a genuinely expensive proposition. Two separate reforms landed together: the July 2025 switch from minimum-wage to UMA indexing (which raised the multiples at the same time, so it wasn't the break it was reported as), and a doubling of government fees on 1 January 2026. The full temporary-to-permanent five-year path now runs over MX$50,000 per applicant, roughly $2,700. Thresholds are set in pesos, so your dollar figure floats — and consulates vary ±5–10% in how they interpret and convert. The only checklist that governs your file is the one published by the specific consulate where you'll file.

Colombia is the most volatile item anywhere in this guide. The December 2025 minimum-wage decree raised every indexed threshold by 23%; the Council of State provisionally suspended that decree on 12 February 2026; a transitional decree on 19 February held the number at the identical amount pending a merits ruling. The floor is unchanged in practice but its legal basis is provisional. Separately, V-visa approvals have tightened through unwritten criteria — rejections now cite "profile incompatibility," and de facto you need a googleable employer with a working website, a visual portfolio, and technology-linked work. Also note: Colombian officials convert your income at the rate on the day they open your file, not the day you submit. Build a buffer.

Panama's Qualified Investor route at $300,000 in real estate closes in October 2026, after which it steps up. That is the single most deadline-driven item in this document.

Traps worth naming. Ecuador's fast 21-month PR clock comes with a hard absence limit — 90 days outside the country per calendar year, not cumulative — and it breaks a lot of applications. Guatemala rejects crypto as income; convert to fiat and show a bank deposit trail. Peru requires Spanish proficiency for permanent residency, not just naturalization. Costa Rica's mandatory CCSS (Caja) enrollment is a real recurring cost of roughly $60–120/month that nobody budgets for. And Panama is the one jurisdiction here where a licensed local attorney is legally mandatory — you cannot self-file.

Read the "→ Permanent" column carefully. Croatia, Estonia, Hungary, Malta, Bulgaria and Romania run nomad visas that go nowhere. They are seasons dressed as bases. Estonia's is one year and explicitly non-renewable; Hungary caps at two years by design; Croatia forces an 18-month exit and a six-month cooling-off before you may reapply.

Portugal's repricing. The 2026 nationality law is the biggest single change in Europe. Non-EU naturalization went from five years to ten, the clock now starts at AIMA permit issuance rather than application, and there is no grandfathering for people already partway through. Separately, NHR is closed and its replacement — IFICI — taxes foreign pensions at full progressive rates up to 48%, which kills it for exactly the D7 retiree cohort that made Portugal famous. Portugal remains a lovely place to live. It is no longer a shortcut to anything.

Georgia's February–March 2026 changes. The 365-day visa-free entry is intact and still the most generous regime on earth for an American. But two things tightened: a new Right to Work permit is now required for anyone operating as an Individual Entrepreneur, company partner or employee of a Georgian company (~200 GEL), and the property-based residence threshold rose from $100,000 to $150,000. Two further cautions: Georgia does not permit dual citizenship, and it sits on the Social Security Administration's restricted-countries list, meaning SSA payments cannot be received while residing there. That last one disqualifies a large share of retirees outright.

Turkey is much harder than its reputation. A 20% foreigner cap per neighborhood has closed 1,169 districts to new residence permits — including Mahmutlar, Kestel and Avsallar in Alanya and multiple Antalya and İzmir neighborhoods. Check the closed list before signing any lease or making any purchase. Tourist-based ikamet applications in major cities are running roughly 90% rejection, and 90-day tourist extensions are blocked as of 2026.

Thailand's tax situation is the biggest open question in Asia and you should not plan around optimism. Under the Por 161/162 reinterpretation, if you are tax resident (180+ days) in the year income is earned, and that income arose after 1 January 2024, it is assessable when remitted — regardless of when you remit it. The old "wait a year and bring it in tax-free" escape is gone. The Revenue Department has drafted an exemption for income remitted in the year earned or the following year, but as of mid-2026 it remains a draft, not published in the Royal Gazette. Model your Thailand plan under current law. The exception is the LTR visa, whose exemption is already enacted under Royal Decree 743 — which is a strong argument for the LTR over the DTV if you can clear the income bar.

Also on the DTV: the ฿500,000 must be seasoned for at least three months. Sudden lump-sum deposits are now the number-one rejection cause. And you must apply from the mission with jurisdiction over your actual country of residence — in-country applications auto-reject.

Indonesia is the worst tax trap in this guide. Holding an ITAS valid for 183+ days establishes "intent to reside" under PMK 18/2021 and makes you an Indonesian tax resident on worldwide income regardless of how many days you are actually present. Combine that with the E33G's $60,000 income floor and Bali costs considerably more than its sticker price suggests.

Underrated: Sarawak's S-MM2H (RM 500,000 flat deposit, half withdrawable after year one, and crucially no mandatory property purchase — the federal MM2H locks you into a property you can't sell for ten years). Sri Lanka's revised DNV (five years, $1,500/month, $150, approved online in 5–10 working days). The Philippines SRRV, whose minimum age dropped from 50 to 40 in September 2025 and which requires no annual reporting, no ACR card, and no physical presence at all. And Korea's F-1-D, where anyone 18–34 willing to live outside Seoul, Incheon or Gyeonggi qualifies at half the income floor.

Deadline: Thailand Privilege Bronze at ฿650,000 is withdrawn 30 September 2026, after which Gold at ฿900,000 becomes the floor.

South Africa's Retired Person's Visa is the most underused route in this entire guide. Age is not restricted — despite the name, anyone with ZAR 37,000/month (~$2,000) in pension, annuity or irrevocable retirement-fund income qualifies, and if that income is guaranteed for life you are eligible for permanent residence immediately under section 27(f). South Africa also cut its Remote Work Visa income floor from ZAR 1,000,000 to ZAR 650,976.

Morocco's carte de séjour costs 100 dirhams — about ten dollars. The cheapest residence permit anywhere in this document. There's no published income floor; you show bank statements demonstrating sufficient means, and after the first annual renewals you can move to 5- or 10-year terms.

New Zealand made the quiet change worth knowing about. For applications received from 27 January 2025, remote work for an overseas employer is explicitly permitted on a standard visitor visa or NZeTA. No separate visa, no income threshold, no fee. You may not work for an NZ employer or supply services to NZ businesses. Under the US–NZ treaty the tax exemption extends to 183 days — but crossing it makes you taxable retroactively from day one.

Mauritius's Premium Travel Visa is free and has no published income floor, and its tax treatment is unusually generous: money spent in Mauritius via a foreign credit or debit card is not treated as remitted income. Funds deposited into a Mauritian bank account are.


What you'll actually need to assemble

Start collecting these three months before you intend to file. The apostille step is what catches people — it is a separate authentication done by the Secretary of State of the issuing state (or the US Department of State for federal documents), and it takes weeks.

Budget: government fees for a straightforward route run $200–1,500. Add $1,500–5,500 for counsel where it's needed or wise. Mexico's five-year path is now over $2,700 in fees alone; Panama's Friendly Nations runs $4,500–8,000 excluding the $200,000 investment; Kenya wants $1,200 for a single year.


The traps

1. Tax residency arrives before you notice. 183 days is the standard trigger, and it makes you taxable on worldwide income in Colombia, Brazil, Argentina, Peru, Ecuador, Kenya, Australia and most of Europe. Several are worse:

Territorial systems that leave foreign income alone: Panama, Costa Rica, Guatemala, Uruguay (plus a 10-year holiday), Georgia (for genuinely foreign-sourced income), Malaysia (a carve-out currently legislated only through 2026 — confirm it's extended before relying on it).

As a US citizen you file at home regardless. FEIE and foreign tax credits are your only relief, and neither touches self-employment tax absent a totalization agreement.

2. Most nomad visas are dead ends. Costa Rica DNV, Colombia V-Nómadas, Brazil VITEM XIV, Argentina's nomad arrangement, Croatia, Estonia, Hungary, Malta, Bulgaria, Romania, Thailand DTV, Malaysia DE Rantau, Japan, Taiwan's nomad visa, UAE Virtual Work, Kenya Class N — none of these accrue toward permanent residency. If permanence is the goal, none of the famous products get you there.

3. Retirement-account income is not pension income. Panama, Ecuador, Guatemala and South Africa want guaranteed lifetime income — Social Security, a defined-benefit pension, an annuity. IRA and 401(k) drawdowns are routinely rejected. This disqualifies a very large share of American retirees from exactly the programs marketed to them.

4. The in-country switch is closing. Greece killed it outright in February 2026. Turkey killed it in practice. The Netherlands and Germany are tightening compliance review. What still works: Germany's Freiberufler (enter visa-free, apply at the Ausländerbehörde), Spain's UGE route — which also gets you a three-year permit instead of the consulate's one — Hungary, Croatia, Albania, Georgia, Serbia.

5. Absence limits and presence minimums are the quiet killers. Ecuador allows 90 days outside per calendar year during temporary residency. Uruguay's citizenship path needs 183+ days/year and two citizen witnesses. Malaysia's MM2H wants 90 days/year. Sarawak's wants 30. Panama's Qualified Investor asks for one visit every two years. Read this clause before anything else.

6. Deadlines currently running. Panama's $300,000 Qualified Investor tier closes October 2026. Thailand Privilege Bronze is withdrawn 30 September 2026. Malaysia's foreign-income exemption is legislated only through 2026.


A suggested sequence

  1. Pick your goal — a base, or a passport. They point to different countries.
  2. Sort your money into one of the four buckets. If it's an IRA drawdown, cross Panama Pensionado, Ecuador Jubilado, Guatemala and South Africa's retirement route off the list now.
  3. Shortlist three countries, one of which should be a non-Schengen fallback (Albania, Georgia, Serbia, Turkey) you can sit in while paperwork moves.
  4. Pull the consulate's own checklist — not a blog's, not this document's. The consulate where you will actually file is the only authority on what it wants.
  5. Order the apostilles. FBI check first; it's the long pole.
  6. Season your bank balance for at least three months before the statements you'll submit. Thailand enforces this explicitly; others do informally.
  7. Visit for 30–60 days before committing. Every number in this guide is a filter, not a decision.
  8. Talk to a cross-border tax professional before you file, not after. The visa and the tax consequence are separate decisions made at the same moment, and the second one is harder to unwind.

What not to trust in this document

Everything here was compiled in August 2026 and residency rules decay faster than almost any other category of fact. Specifically:
